New York tightly regulates home care, which helps families — if they know what to check. The harder question is the one no license answers: whether this caregiver is right for your parent.
In New York, an organization must be licensed or certified by the state Department of Health to provide or arrange home care services.
There are two main kinds. Licensed Home Care Services Agencies generally serve families who pay privately or through private insurance. Certified Home Health Agencies provide part-time skilled care and typically work with Medicare and Medicaid.
You can verify both the agency and the aide. The Department of Health publishes profiles of licensed and certified home care agencies, and its Home Care Registry lists home health aides and personal care aides who completed state-approved training. The Department also runs a line for complaints about home care agencies.

Regulation sets the floor. It can't read the family dynamics, help a parent who resists help accept an aide, or tell you whether the level of care matches what your parent will need in a year.
